US, Japan surveys bring optimism to Asian markets

HONG KONG (AFP) – Asian stock markets rose on Monday as investors took their cue from surveys out of the United States and Japan that show growing optimism about the state of the global economy.

The strong sentiment also helped the euro to recover further ground as dealers became less risk averse.

Tokyo’s Nikkei rose 1.80 percent to end at 174.60 points, to 9,879.85, while Hong Kong lifted 0.90 percent to end at 20,051.91.

The gains extended a strong finish to trading last week.

Sydney and Shanghai were closed for public holidays.

In Japan a joint survey by the cabinet office and finance ministry found confidence in the outlook of large companies rebounded in the April-June period compared to the previous three months.

The poll, which measures the difference in percentage of firms that expect the economy to improve against those that expect it to worsen, was 4.0 in April-June compared with minus 2.4 in the January-March period.

The index was 10.1 for July-September and 9.3 for the following quarter.

The data followed a private survey last week showing a stronger-than-expected rise in US consumer sentiment in June.

The University of Michigan’s index rose to 75.5 in June from 73.6 in May, its highest since January 2008 and a percentage point better than expectations.

The figures helped the Dow post a rise of 0.38 percent, which followed a strong showing on Thursday.

“The mood is not bad,” an analyst in Seoul told Dow Jones Newswires. “The improved US consumer sentiment will likely help ease some worries over a potential slowing in economic momentum that had rattled (investor) sentiment throughout May.”

Despite the upbeat survey the US news was tempered by figures showing retail sales, a key part of the economy, fell for the first time in eight months in May, losing 1.2 percent. Most economists had expected a 0.2 percent rise.

However, traders were more interested in the positives, which helped the euro to strengthen.

The single currency was at 1.2218 dollars, compared with 1.2112 in late New York trade Friday, and at 112.44 against the yen, from 111.00. The euro is well off multi-year lows seen earlier this month as the European debt crisis weighed on sentiment. The dollar was at 92.03 yen from 91.65.

The won was up sharply against the greenback — with the dollar at 1,224.40, from 1,246.1 Friday — helped by a strong stocks performance. Seoul’s Kospi ended 0.91 percent, or 15.26 points, up at 1,690.60.

But traders said the announcement Sunday of measures to ease the impact of capital flows and prevent the won fluctuating had little impact on the markets as they had been well flagged.

The measures, including new rules to limit local and foreign banks’ forex forward positions, are the latest in Seoul’s efforts to regulate foreign capital flows and prevent the won fluctuating.

The mood was still up from the end of last week when data out of Japan showed the economy was growing quicker than first thought, China showed strong export growth and Australian unemployment fell.

Oil was up, with New York’s main futures contract, light sweet crude for delivery in July, gaining 98 cents to 74.76 dollars a barrel.

Brent North Sea crude for July delivery advanced 83 cents to 75.18 dollars.

Gold closed at 1,231.50-1,232.50 US dollars an ounce in Hong Kong on Monday, up from Friday’s close of 1,219.00-1,220.00 dollars.

In other markets:

– Singapore closed up 0.78 percent, or 21.78 points, at 2,818.07.

Singapore Airlines gained 0.67 percent to 14.82 Singapore dollars and Singapore Telecommunications advanced 0.66 percent to 2.99.

– Taipei rose 1.20 percent, or 87.91 points, at 7,387.40.

The market was helped by “significant progress” made during the third round of negotiations for a trade pact with China, dealers said.

Shinkong Textile was 7.0 percent up at 34.5 Taiwan dollars while Far Eastern New Century closed 2.99 percent higher at 34.5.

– Kuala Lumpur shares closed up 0.19 percent, or 2.49 points, at 1,297.16.

Healthcare company Phamarniga added 7.60 percent to 5.49 ringgit, chip maker Unisem was up 5.40 percent to 3.12 while Shell lost 1.50 percent to 10.44.

– Jakarta rose 0.89 percent, or 24.94 points, to 2,826.84.

Telkom jumped 1.9 percent to 8,000 rupiah, pharmaceutical company Kalbe Farma rose 7.7 percent to 2,025 and nickel miner Inco rose 2.6 percent to 3,925.

– Wellington was flat, edging up 1.40 points to 3,042.67.

Telecom ended down 1.6 percent at 1.88 New Zealand dollars and Fisher & Paykel Appliances was up 1.8 percent at 56 cents.

– Bangkok rose 1.50 percent, or 11.58 points, to close at 781.13.

Coal producer Banpu added 8.00 baht to 612.00 and PTT Plc gained 2.00 baht to close at 246.00.

– Manila was closed for a public holiday.

US retail sales plunge for first time in eight months

WASHINGTON (AFP) – US retail sales slumped for the first time in eight months, the government said Friday, casting doubts on an economic recovery hinged on consumer spending.

Sales unexpectedly dipped 1.2 percent to 362.5 billion dollars in May from the previous month, according to data from the Commerce Department.

The data triggered fears that consumer spending, a key engine of growth, could slow recovery in the world’s largest economy from a brutal recession.

“Today?s report is both surprising and disappointing,” said Thomas Julien, US economist for Natixis.

The data came just two days after the central bank suggested sales would grow for the eighth month in a row in May, he said.

Federal Reserve chief Ben Bernanke also told lawmakers on Wednesday that consumer spending was likely to increase and would be a key cog in strengthening the US recovery.

The monthly retail sales report is a primary indicator of consumer spending, which accounts for two-thirds of US output.

Most economists had expected a 0.2 percent rise in retail sales in May following a revised 0.6 percent gain the previous month.

Sales in May dipped at building supply stores, reversing more than half of the surge in the previous two months, while many other segments posted big falls, including general merchandise stores, auto dealers, gasoline stations and apparel stores, according to the government data.

Non-store retailers and furniture stores were seen as bright spots.

Excluding autos, retail and food services sales fell 1.1 percent from the previous month, the Commerce Department said.

Despite the weak monthly retail data, sales were up nearly seven percent from their recessionary level of May 2009.

Growth was led by gasoline stations, nonstore retailers, and auto dealers, with only department stores among major segments posting sales below their year-ago level.

“Consumer sentiment is rising and the pace of the gain is good by the standards of past recessions,” said analyst Robert Brusca of FAO Economics.

“On balance the data on the day showed a weak spot in consumer spending in May. But it’s not lethal weakness. It still leaves momentum in consumer spending strong as we head into the second quarter,” he said.

Economists say consumer spending will be vital to a sustainable recovery as the government starts to wind down extraordinary stimulus measures that were aimed at jolting the economy, which plunged into recession in December 2007.

While the May data sprang a surprise, “it confirms the forecast for modest spending growth going forward more than threatens it,” said Scott Hoyt, senior director of consumer economics for Moody’s Economy.com.

He said sales grew “unsustainably fast” in the first quarter and that some of that was being reversed as spending settled into “a pace justified by modest job and income growth, low but growing wealth, deleveraging but reduced debt payments, and low confidence.”

US unemployment is near 10 percent, and last week the Labor Department reported weaker-than-expected job creation in May, also heightening fears of a faltering economic recovery.

The US economy is on track to grow 3.5 percent this year as it sees only a “modest” impact from the mounting eurozone debt crisis, Bernanke said this week.

Gross domestic product in the first quarter of 2010 rose 3.0 percent, according to the latest official data

Cablevision buying western cable company Bresnan

Cablevision buying western cable company Bresnan

cable television provider Bresnan Communications, a move that will help the New York cable company expand into western states.

Bresnan has cable systems in Colorado, Montana, Wyoming and Utah with more than 300,000 basic subscribers. It’s owned by Providence Equity Partners. Founder and cable pioneer Bill Bresnan died last year.

James Dolan - Cablevision

The deal follows an auction that involved bids from some of the nation’s largest cable companies. Other bidders reportedly included Charter Communications Inc.; Ascent Media Corp., a media services holding company in which media mogul John Malone has 30 percent voting control; cable company Suddenlink Communications and private investment firm TPG Capital. Time Warner Cable Inc. also reportedly put in a bid, but its offer did not survive the first round.

Cable systems operated by

Time Warner Cable and Comcast Corp., which owns 30 percent of Bresnan, are adjacent to the areas served by Bresnan.

The deal is expected to be completed later this year or early 2011.

Cablevision, the nation’s fifth-largest

cable TV operator, said it will also buy back up to $500 million worth of shares to reward shareholders.

Last month, Cablevision reported that its first-quarter net income more than tripled as it added more customers, and it boosted its

dividend by 25 percent. The Bethpage, N.Y., company, which also owns the newspaper Newsday, spun off its Madison Square Garden operations in February.

In premarket trading, Cablevision shares rose 10 cents to $23.50.

When it comes to the Court’s Reputation Offenders and Community

When it comes to the Court’s Reputation, Offenders & Community…

Taking the Time to Research a Program is a MUST!

Providers with “new” programs for shoplifting offenders are popping up all over the place, likely in response to the current economic climate and the increase in shoplifting being reported by retailers. Unfortunately, too many of these providers fall short in terms of client and offender support services, compliance rates and effectiveness claims – leaving the courts underserved, the offenders open to repeat offenses and the community at risk.

A major contributor to these “pop-up” programs is the internet which makes it easy for companies, with little or no experience and few if any qualifications, to create websites where information has simply been “lifted” from a variety of other sources – with or without the consent or permission of those sources. In fact, several of these new programs have simply “copied and pasted” information from others to create their “new” programs.  More often than not, the information is “lifted” from the non-profit National Association for Shoplifting Prevention (NASP) – either from the NASP website, one of the NASP programs or a NASP research report – in clear violation of U.S. Copyright Laws.  Such was the case with one long time, seemingly reputable, drug and alcohol program provider.

Another program, while we did not find that its content was plagiarized, uses discriminatory language and inappropriate – if not offensive – scenarios to make its point. One program boasts “endorsements” and “accreditation” from seemingly separate and objective websites yet the sites are not accreditation authorities at all. In fact, they are simply the same company using these other websites – which they themselves created – to endorse and accredit their own programs!

The irony of this is that these program providers are stealing the material they need to create a program to teach shoplifters not to steal!

But the most important take-away here is the need for the court system to ensure that any alternative sentencing program they utilize – whether for shoplifting or any other offense – successfully accomplishes the long-standing goals of the court system; to reduce recidivism, reduce court appearances and effectively serve the best interests of the community. Low-cost, stripped down programs are unlikely to meet these goals. Yes, corporate America is always seeking the next thing that is “faster, cheaper, better.”  However, the fact is that when it comes to truly effective crime prevention, faster and cheaper is rarely better.

To protect the court, the offenders and the community, the court officers making these program decisions must make it a priority to thoroughly research providers, to carefully evaluate the programs they offer and to verify the claims they make.

When Evaluating A Program Make Sure The Provider…  …Is Not Violating any U.S. Copyright Laws Subjecting your Court to Potential Litigation

ASK: Is the program original material? If not, what knowledge base and
sources of information were used to develop it?   …Offers a Program that is Research-based to Ensure Effectiveness.

ASK: What research have they conducted? With how many offenders? Over
how many years? On what do they base their expertise? A Google-search on “shoplifting” or “shoplifters” does not qualify as research, even today.  …Is Not Making False Claims About their Success Rate or their Program being “Evidence-Based.”

ASK: What evidence can they show that their programs are truly effective? How many recidivism studies do they have to back their claims?  Valid recidivism studies are conducted by the courts themselves and tracked over time. Self-studies conducted by the company itself – the one selling the program – are not a valid measure of success in preventing the next offense.

…Can Provide Valid and Credible References. Offering a program over the internet has empowered many to market themselves as “national” providers – implying that their program is well-established and utilized by courts throughout the country – without having any real track record.

ASK: Can they provide a list of references from court personnel in various counties and states? If so, check the references; reach out to your peers and get honest feedback on effectiveness.

Finally, ASK For A Sample Program And Invest The Time To Go Through It And See Exactly What The Offenders Will Be Learning.
